Document analysis

According to the list of 63 past funded project-learning projects selected by the QEF, our research team analyzed the possible factors of success based on the 5 elements of RE-AIM framework: Reach, Effectiveness, Adoption, Implementation, and Maintenance. 12 projects were also selected for in depth interview study.

Questionnaire

A questionnaire based on the RE-AIM framework and literature review was drafted and sent to 47 projects willing to be studied, of which 44 responded. Assessment where made in six areas: Planning, Human Resources, Organization, Resources Management, Learning Process and Assessment.

Interview

Based on the result of questionnaire and the RE-AIM framework, a semi-structured interview was designed, leaders and implementers from 12 exemplary projects were invited to be interviewed to study the factors of success in depth.
